There's a bit of history here, but the short story is that my neighbour is parking across their driveway (to save time walking to the house). They're right on the property boundary and it makes it difficult to park in my driveway/see traffic coming when pulling out of the driveway.
I have looked up the laws in my country/state and it is very clear that it is illegal to park across a driveway unless dropping off/picking up someone. They park here 24/7 and I have put up with it for months.
Now you might ask why I don't confront them, I think I have a good reason as there's some history here. My neighbours have been very inconsiderate with their chihuahuas yapping all day, constantly, day in day out. I work from home a lot and it's to the point where I have all my windows and doors shut, but when I'm talking on a video call, everyone can still hear the yapping.
There was an incident a few years back where after hours of yapping, I asked the neighbour to shut their dog up, but they took no notice and blamed other dogs up the road instead. I asked them to be considerate and that it's clearly her dog, but she then dismissed me completely, so in the heat of the moment I told her to fuck off (and maybe some other choice words). We haven't talked since.
Now I could go ask them to move but considering our last encounter, I may say something I regret, so I've decided to report them to council instead. Would I be an asshole for doing this? My friends are 50/50 on what I should do, so I'm asking you.
TL;DR - neighbours illegally parking across their driveway, making it difficult for me and my family to get in and out of our driveway. We have had a run in, in the past so I'd prefer not to be confrontational about it in case I say something I might regret later.
